Issue: Wings work to "fly" under water. It may be as intended behavior though. If so, please close this issue report.
Alternate solution: Brew or craft the "wings" potion of choice with a "heart of the sea" or "conduit" for the final result.

its most likely intended, because why wouldnt you be able to simply push yourself forward underwater? its physics
