[Bug]: Top Hat doesn't seem to allow snow golems to regenerate

How to Reproduce?
- download neat, i guess, or any other mod that lets you see an entity's health
- Equip a snow golem with a top hat
- It's at 50% forever, no healing no nuthin
- splash the snow golem with a potion of healing or soemthing
- observe that the snow golem did not restore health
