The 'Global Discipline Mode' and 'Book of Fates Can Override Current Discipline' aren't working

Problem 1: No matter what global discipline you are on, you can always just have 2 disciplines and 1 sub discipline.

Problem 2: When you have 'Book of Fates Can Override Current Discipline' set to true, you can't use the book of fates at all.
