[1.12] Settings not syncing properly from server to client

Issue Description
When a player logs in to the server, their settings are not synced properly
Reproduction Steps
Steps to reproduce the behavior:
- Set up a client and server with different configurations
- Run the server
- Log in to the server
Expected Behavior
The non-client-side settings should be synced from the server to the client
Version Information:
- OS: Windows
- Java: jdk1.8.0_261
- Minecraft Version: 1.12.2
- Mod Version: 1.12.2-3.6.2-universal
