[Versioning] Update to Minecraft Client 1.13

The mod must be updated to work with the post-flattened versions of Minecraft.

  • Determine refactor level (how much code must be changed)
  • Update mcpnames
  • Determine dependency support (will this work with Mixin?)

skipping this version; will target forge LTS verison next (1.14.4)
from now on I'll target releases to LTS then work on the next version; this should streamline porting significantly... though 1.14 might require a full rewrite.
