[1.12] XP Obs should track and be absorbed by wolves wearing mending armor

Make XP orb entity target wolves when they are wearing mending armor, and make the wolf able to apply the xp to the armor

XP orbs are now absorbed by wolves wearing Mending armor. I'll create a new feature req for tracking wolves.
