Add the conversion recipe when the appropriate mods are available for 1.9

EnderIO has now added Liquid XP, so add an output option for the factory that will produce this liquid, instead of the shards.

The liquid will only be available via the proxy.

Bit of a rethink here.
Liquid XP is currently provided by EnderIO.
EnderIO has a vat, which changes item+fluid ->fluid
Simplest thing to do is register a recipe with EnderIO for the Vat
XP Shard + Water => XP Juice
