Perks Issues

Hi, I am having a couple of issues with Perks on 1.16.2-1.0.0.0
1- I have placed the 3 levels of Stoke the Boiler but the factory recognizes only tier 1. I have a tier 2 factory. I have broken and replaced the heart as well as put the perks clockwise from the factory as it states in a similar issue but I still can only see the first level of the perk
2- In order to upgrade to factory tier 3 I need shards. JEI says the shards are created with the Shard Perk, however, I cannot see that perk anywhere. I looked in the configs and did not see anything that would disable it.
Bonus question: Do you have a Discord?
EDIT: Ignore question 2, please. I just realized the "shard" perk is actually the essence perk
