I built a level IV with two primary and two secondary controller bases. I only get drops from the controller that is directly in front of the Heart. I updated the Conatus block to the highest tier. I have level 3 perks, Scale the Summit, Stoke the boiler, Treasure and Wisdom. I am playing the All The Mods 6 mod pack.

SOLVED! I had a Modular Router directly on the Loot Exporter. When I put a barrel on the Loot Exporter I got all of the correct drops. So I put the router on the barrel, and WOOT!
