Need to look again at power costs as I've had reports of it being too cheap now. I have reduced the cost of each tier, but looking again at the code, there may also be a bug in the calculation.

It is possible that the spawn time is only being applied to the upgrade costs and not the base costs. Need to check.

Need to rethink how power is calculated. The big thing here is that the low end cannot be too cheap and the high end cannot exceed 32000RF/tick.
