Uh, you are likely running an old version of WG that doesn't have the command yet. And you need to run warmroast or the profile command when the server is lagging - it seems completely idle there.

The issue is coming from PEX. It's been known to have performance issues before, I'm not sure if that was a version specific thing though.
Comment by wizjany
It's a [known issue|https://github.com/PEXPlugins/PermissionsEx/issues/1824] apparently. I don't know if there's anything you can do about it besides moving away from pex.

Can be problem if server situated in Russia, Moscow and DB with PEX permissions in Ukraine?
Comment by sanya.shvets
:D
Nope )))
Otherwise, another my server on 1.7.2 works fine with this configuration and there are no bugs!

@wizjany Prolem wasnt solved.
Description: ping between Russia - Ukraine: 21ms
we moved BD closer to Moscow (St. Petersburg) and ping became 15ms.
When 1-4 players start playing there were no lags, but when I asked 1-2 players (non-operators) to try to break some block from claimed territory more and more times, my TPS low to 10 from 19-20 for a 10-20 sec and server kicks all players!

0 mods, only installed plugins (screen given in previous message). That area is claimed.

I've already explained why the issue is happening. There is literally nothing we can do.

Can you get some profiler results, like from visualvm, warmroast, or even WG 6's profile command?
Although, actually it might just have something to do with running WE6 on cauldron 1.7.10.
Comment by wizjany
Up to you, there's no way to tell what's causing your issue without a profiler.
