When I try to use //restore in on a 1.13.1 server with an 1.13.1 backup i get the following error:
Errors prevented any blocks from being restored.
Last error: Missing a "Blocks" tag
WorldEdit: Bukkit-Official (7.0.0-SNAPSHOT;3859-8bfbc55)
Server: Paper version git-Paper-197 (MC: 1.13.1)

Restoring from 1.13+ worlds is currently not yet supported, the 1.13 chunk format needs to be added to WorldEdit.
