It's impossible to make uneven coverage of snow, as neither //snow nor a special brush give additional layers of snow.

Multiple applications of //snow should increase the snow layers, and a /brush snow should be made to apply this effect with a brush.

Describe alternatives you've considered
Multiple //snow calls currently stack multiple 1-layer snow blocks. Brush does the same thing.
