The Problem
This Minecraft version (dev-Spigot-b11f318-9fb3aa4 (MC: 1.18 Release Candidate 3)) is not supported by this version of WorldEdit.

A Solution
Use the latest developpement version of bukkit. Create a dev build with the dev version of buildtools.
