Bug Description

I cant edit something in my world with the newest version of paper and worldedit.

Expected Behavior

Worldedit should work (or the //replace and //set)

Reproduction Steps

1. Run a Minecraft Server (with the newest paper version and worldedit)
2. Try to replace a block or try to set a block with //set.
3. Error Message: Editing on unsupported versiones is disabeld
