Bug Description

no command is possible to use in 1.19.1
it happens when I install 1.19.1 on my server could you please make a 1.19.1 dev build version

Expected Behavior

Let all commands run and do not get a banner.

Reproduction Steps

then install WE's latest devbuild on purpur

The same thing happens in WorldGuard.
