air -> air does not increment blocks changed count

WORLDEDIT-2996 - Reported by Hc.Herndon
Players can select a region, //expand 1000000000000 over and over, then by doing a shortform, such as, //replace 0, crash the server. According to wizjany, WE still goes though and changes all the blocks, but does not count.
