I tested this using //cut and //paste, and the player heads revert to the original Steve.

bukkit currently pretends UUIDs don't exist as far as Skulls/Heads are concerned, so we can't get this from them
although that said...it should still work as before, i'm not sure why this is happening unless they broke something
