Mob head instruments are not translated

Describe the issue

Minecraft does not provide translations for note block instruments, so WTHIT uses the tooltip.waila.instrument.<name> translation key for note block tooltips. The experimental instruments added in Minecraft 1.19.3, however, do not have translations.
