Maintained mode: the hotkey sometimes doesn't work

Describe the bug

To Reproduce
Steps to reproduce the behavior:
- Enable maintained mode
- Set the hotkey
- Close Minecraft
- Reopen Minecraft
- Occasionally the hotkey doesn't work
- Hotkey starts working after setting it again in the controls
Expected behavior
A clear and concise description of what you expected to happen.
Expected the popup to always show when hotkey is held
Setup
Do not use Latest
- Minecraft: 1.17
- WTHIT: 3.6.0
- Fabric Loader: 0.11.3
- Fabric API: 0.35.2
