currently persistent mode will activate regardless of current state
this will cause the rod to cast when held even when no fishing is intended (ie: standing around with house while having rod held will cause it cast inside house even when no water)

maybe having some form of check for it would be help fix it, such as:
only activate persistent mode when active fishing session has started
ie: manual cast in open water or when a recast has been triggered before

disable when a fishing session has been stopped/interrupted
ie: manual reel in or when no longer holding a fishing rod in mainhand
