one may check oneself in "Jouy of painting" curseforge page 1.21.1, go to files, select the version and neoforge as a modloader, download the upper file.
game will not work

You need synitra connector for it to work on neoforge, it works surprisingly well

if something requires a compatibility layer to work on a platform it should not be listed as available for that platform
also if a mod requires another mod to be present to work that mod should be listed as a dependency
