• Config filename has uppercase letters, and has no -common suffix. Java/Forge doesn't like this.
• Config contents are not categorised. This is expected by config GUI mods like Configured (check other config files for reference.).

Config Menu can't find the expected config file, as the name doesn't follow Forge Config rules.
