The 'use-entities' flag is also preventing players from eating in the region. I'm not sure if this is intentional or not, but if it is then I feel like eating should be its own flag instead.

there are some issues with flags and actions conflicting on the 1.21 alpha.
I am in the process of updating 1.21 to the latest version which should fix most of these issues.
