The reason the whitelist is for dimension 10 only, is because I'm using JED to create an all-stone world to fill in with caves
This is from inside dimension 10, which is completely stone. If you need me to share the config from just enough dimensions I can. But this is the same thing as generating with minecraft's own custom worldgen and setting the max y to 256"
