Mobs don't spawn inside bounding box

Minecraft 1.20.1, fabric loader
Created a platform out of nether bricks inside the area bounding box of the structure, but no nether fortress mobs spawn
In vanilla fortress mobs do spawn in the area bounding box having a nether brick platform below
