Armor modifiers also reducing damage ticks

The "explosive damage taken is reduced by X%" and the "Physical damage taken is reduced by X%" modifiers for armor are making it so you can't take hits within a certain amount of time. I'm not sure why these modifiers would have anything to do with attack speed of your opponent but it is making any build with attack speed modifiers completely useless.
