[1.20] Books not enchantable

When the Enchantment module is enabled, books always show “limited enchantability” in an enchantment table.
Also breaks enchant_with_levels on books, so looted books just appear as “enchanted book” with no enchants.
Tomes, including tome of the others, all seem to work fine.
