Key Armor Doesn't Offer Any Protection [BUG]

Is this a modpack or mod issue?
unsure.
PLEASE MENTION IF YOU ADDED ANY MODS.. ESPECIALLY SODIUM, IF YOU DON'T, IT MAKES US VERY GRUMPY

Modpack Version
2.8.5 (though I believe I've observed this in every version I've played, 2.6.10 onward)
Describe the bug
Key armor has no effect in regards to protection.
To Reproduce
Steps to reproduce the behavior:
- Go to a new world
- set difficulty to hard (to emulate official servers)
- take a few hits from a zombie while naked as well as with full key armor
- notice that there's no difference in damage taken. The zombie does 1.5 - 2 hearts of damage per heart in both situations. This reflects that the armor does not offer protection.
Expected behavior
Key Armor should provide the same protection as diamond armor as observed by how much armor each piece claims to grant. The zombie should do about a half heart of damage per hit, not 1.5 - 2.
