Pick Block overrides Slotlock

Description:
When I have a full hotbar and try to middle click (Pick Block) a block not in the hotbar, it overrides my slotlocked tools.
Steps to reproduce:
- Slotlock a set of tools
- fill your hotbar with miscellaneous items
- middle click (Pick Block) a block not in your hotbar while holding one of the tools
- the Pick Block will override the locked slot
Version tested on:
AoF 4 1.0.1
