Stainless Steel is a requirement to craft Digital Circuits, the proper order should go:
Vacuum Freezer -> Stainless Steel -> Digital Circuit

While on the topic, advanced upgrade should also be linked after distillery as that is a requirement for it. (Even the basic upgrade is, but that has no quest that I can see)

And actually, the distillery is not needed to progress to stainless, but it is however a natural step after the oil drilling rig, and a requirement for the digital circuit board.
