There are currently two recipes for the bronze and steel drill bits. One with MI and vanilla ores and one that includes other mods like tech reborn. The first one overrides the other, such that no special ores like ruby and sapphire (tech reborn) will generate.
I've attached a screenshot with the two recipes. Even if I lock the output with the ruby ore, no ore is generated. Even with the low drop rate, I should have gotten at least a block.
