Update states that it corrects the issue of not being able to use elytra without defeating the ender dragon first however now every player on my server can no longer use fireworks with their elytra when they were able to before.

Yes. That is the intended default behavior from that mod.

The config was changed in the pack to be more fair on a server/keep players enjoying group efforts to kill the dragon, instead of only the player landing the killing blow getting the benefit of otherwise normal elytra boosting.

If you read the linked issue, you'll see the likely bug in End's Phantasm has already been diagnosed. Let's up they update soon.

Server admins are, of course, free to change the configs to suit their group of players.

Verify that your config/phantasm.json has this line: "elytra_boost_advancement": "",

According to the mod, End's Phantasm, that affects rockets with elytra, that should allow all players, not just one's with the "Free the End" advancement to use rockets with elytra.

I have verified that the config does have this line and is blank according to the config notes.

In the meantime, setting this value to an early game advancement like "minecraft:story/root" should allow elytras from the ground up without causing crashes
