[Bug]: RFTools Filter Module will not stay in blacklist mode

What happened?
Setting up an RFTools Builder quarry in the mining dimension, and I want to skip mining all of the non-ores, so I am trying to use an RFTools Filter Module to just skip over them. I added stone, deepslate, netherrack and end stone to the filter, selected BLACKLIST, and escaped out of the filter gui. Prior to inserting into the builder, the filter reverts back to WHITELIST.
I tested this filter in the builder anyway, and as expected the builder mines only non-ores when non-ores are in the filter and set to WHITELIST.
I have tried various methods of shift right clicking, escaping, etc, but I can find no way to keep the filter from shifting from BLACKLIST to WHITELIST when exiting the filter gui.
NOTE: I am playing on a server, in case that makes any difference, but I tested this in single player and the problem is there too. I looked through the configs and couldn't find anything that prevented the filter from being set to BLACKLIST. I have set the builder/filter up this way in previous version, so I assume this is a bug.
NOTE 2: I just checked all of the other buttons D (ignore damage), N (ignore components), and M (dont match on mod), and none of the buttons retain their setting when exiting the gui.
Escape and re-enter gui, reverts back to WHITELIST:

UPDATE:
To test this, outside of the ATM10 modpack, I created a clean new Neoforge Minecraft instance with only the following in order to eliminate cross-mod incompatibilities:
Minecraft 1.21.1
NeoForge 21.1.85
McJtyLib 1.21-9.0.5
RFToolsBase 1.21-6.0.2
RFToolsPower 1.21-7.0.1
RFToolsBuilder 1.21-7.0.0
The problem exists in this test, so I do not think this is an ATM10 problem. I have already created a new post here:
