Yes, Downgrading
*relics-1.21.1-0.10.2.jar to relics-1.21.1-0.10.1.6.jar
*rarcompat-1.21-0.8.4.1.jar to rarcompat-1.21-0.8.3.jar
in 2.23 fixes the scarf.

What happened?
2.22 Update of rarcompat and relics mod broked Scarf of Invisibility from artifacts mod.
