[Bug]: Silent Gear tools and weapons require exact main material for repair

What happened?
(Note: I am playing in 2.24 due to #1873, but I have tested in 2.25 and the same behavior exists there.)
When repairing Silent Gear tools/equipment, you should be able to use any material of the same tier or higher, both in a Repair Kit and via an Anvil. This is not working as expected, and both the Anvil and Repair Kits require that the repair material exactly match the main material of the tool/equipment being repaired.
Ex: Create a Pickaxe with a Redstone Alloy head (Tier 2 material) and use some of its durability. This should be reparable by any Tier 2 or higher material (Iron, Compressed Iron, Diamond, etc.). Attempt to fill a Repair Kit (any tier) with a Tier 2 material that is not Redstone Alloy, and when combining the two in a crafting interface, the Pickaxe is not repaired at all. If you then fill a Repair Kit with Redstone Alloy ingots, when combining the tool and Repair Kit in a crafting interface, the Pickaxe is repaired as expected. All of this is the same behavior when attempting to combine the Pickaxe with any of these materials in an Anvil.
This happens with all Silent Gear equipment, regardless of materials used in their construction. Above is just an example.
