What happened?
i dont know if it was intentional because it wasnt writen in changelog

Note : this makes it impossible to get Wither Skeleton Skulls by farming them with kills since they only drop the fragments and never a full skull. Killed 100+ of them with high looting enchants and scavenging enchants and only ever got fragments which I can do nothing with.
Seems to be fixed in today's 0.35 version, a recipe is now available to create the skulls from fargments.
