Update the NEOFORGE_VERSION within the startserver.sh script from NEOFORGE_VERSION=21.1.191 to NEOFORGE_VERSION=21.1.194

What happened?

In the startserver.sh script the neoforge version is listed as 21.1.191 whereas the included version is 21.1.194. Due to this issue when the script is run it looks for a unix_args.txt file within a folder called 21.1.191 which does not exists. I would fix it and submit a pull request but I do not see the file here.
