[Modpack Bug]: Draconic chaos dragon not spawning in the end?

I went to 10000,10000 , 10000, -10000, 10000, 20000 no chaos island to be found ?

Do i need to reset the end ? i can find draconic ores in new chunks so I wouldn't think i need to reset.
