Apotheosis gems not working on tools like +4 to fortune

I have this bug too. It appears to be a display issue. Blue Enchant levels also don't appear in JEI. IE: Sharpness 6 - 9
Endersurge gem is unaffected.

I have both gem of the earth and the affix that increases fortune and neither of them are working as far as I can tell. My pickaxe should have fortune nine but it definitely does not.
