[Modpack Bug]: Necromancer Staff Won't Summon Zombies

Describe the issue

The Necromancer Staff in the EvilCraft mod is not working as intended. The staff is supposed to summon zombies to attack your enemies when you shoot skulls at said enemy. The staff will shoot the skulls, but will not summon any zombies.
