It works use an empty jetpack. infact it looks like you need an unused jetpack for it to work.

It seems like using it adds an NBT tag about the mode to the item.

I can see about making the recipe take the jetpack in any condition though thanks for the report

should be better in pack version 3.3+ let me know if it's still annoying though
