It would appear that Black Quartz Seeds do not function with Phytogenic Insulators at this point. (Looking in crafting menus, it seems that they are just missing from the recipe)

Spoken with King Lemming and he has confirmed the missing seeds (there are a few more than the Black Quartz) have been fixed in an unreleased update.
