Apparently, but unverified, if the pack is played in simplified mode there is a recipe for Blutonium using Cyanite which is a byproduct of Uranium/Yellorium being used in the reactor. I know this was the case in the 1.10 version of the mod. However, there is not a recipe for Blutonium in the normal state of the pack which I did verify in JEI using version 5.8. The ingot exists but no craftable recipe.
