In an effort to make "spamming" distillation towers less appealing, look to enhance other means to obtain brine. It should still be complex and require gating or multiple steps so as to not be too easy to spam, but less of an impact on servers than an equivalent of distillation towers would be.

Ideas:

• Increase output of salt->brine from mek chemical oxidizer from salt to gaseous brine
• Involve Thermal's distillery machine for multi-step processing
• require tritium or DT-fuel mix as an ingredient to make more brine than what would have been used to make the same DT. It would be net-positive but involve extra steps/processing implemented to sustain
• Review configs/options of the distilation tower to see if it's rates can be buffed/changed (crafttweaker I think allows this)
