v5.9.8b/c FPS issues

After updating from v5.9.7b I cannot run the pack due to the game freezing up with CPU usage going to 100% immediately and fps dropping to 0 fps for extended periods of time with no reprieve.
Specs:
i5 8400
8GB DDR4 (5.5 given to the pack)
R9 270x
Win 10 Edu
Expected Behavior
v5.9.8 should run like v5.9.7, which I have no problems with.
Current Behavior
After loading into a world (single or multiplayer) fps drops to 0 while CPU usage hits 100% immediately and does not let up.
This only happens for ATM3 v 5.9.8b/c, v5.9.7b still runs fine.
Possible Solution
- I noticed BetterFPS was added and tried disabling that but it did not work.
- JDK 8u172 was reinstalled but did nothing.
Steps to Reproduce
- Unfortunately I do not have access to a similar setup to reproduce this error.

Not sure why it's saying 4.5GB there, I set max to 5.5GB.
Just over 4.5 Gb has always been iffy, it's been recommended for a while now that the pack should run on at least 5.5 Gb. That being said, there is a memory leak that known about and is trying to be found, so that doesn't help the issue.

The thing that is stumping me is that I was running fine on v5.9.7 and it still runs fine when I downgrade.
A number of mods was added for 5.9.8, and most were updated. More mods tends to mean more memory, and I would guess that Project Red is not the smallest of mods to run, so that itself will up the amount needed. Memory leak probably a good chunk of the issue as well.
Suppose I will have to wait for the leak to be pinpointed and fixed then. Has anyone else reported this happening or am I the only one still running with 8GB of RAM?
It has come up a couple of times in the discord, people noticing that the memory used goes up over time while playing. Also, there are still people with 8 GB. Someone was asking if the pack could be run with 6 GB on the computer total, so there was that.
Update manually CTM, it might help with RAM.
