As of ATM7 0.4.11, a player is unable to pick block at all. Doing so just results in a player hand swing and nothing else, not even an error in the logs. This affects both Creative and Survival mode.

Pick block was working as intended in earlier versions of the modpack, in other modpacks, and in vanilla Minecraft.

To reproduce:

1. Install ATM7 0.4.11 with default configs.
2. Optionally, rebind "Pick block" to a key such as ; or '.
3. Create a new world.
4. For survival mode, gather some blocks (such as dirt).
5. Attempt to pick block.
6. Notice that the player's hand swings, but the pick block does not go through no matter what the vanilla behavior would be.
