Mobs stopped spawning for no apparent reason

Running ATM7 on a multiplayer server, no changes have been made to the configs or otherwise.
Does anyone know what might have caused this?
maybe there is too much entities in loaded chunks, I had that issue some time ago
- When did this start occuring? What were players doing when mob spawning stopped?
- For which mob categories (passive, hostile, ambient, water, etc) did mobs stop spawning?
- Are no mobs spawning at all everywhere or is it just in specific locations?
- Does this affect all loaded dimensions or just a subset thereof?
- Are the mob caps filled? For hostile mobs, that's normally 70 (or 210 to 320 in blood moons) per player. Other mob categories require less than that.
