This is a suggested balance change. Currently even the D-rank terra shatterer from botania is capable of mining unobtainium but the recipe does not require any vibranium or unobtainium to create. Allowing you to technically skip ever finding any ATM or vibranium and go straight to mining unobtanium, which I know other recipes were altered to prevent.
