Can't figure out how to configure or turn off potion icons

I'm unable to find a way to relocate or disable the buff icons displayed in the main gameplay area. I seem to recall in older versions of Minecraft they lived on the right side of the screen, which implies something is moving them. But after doing a pass through all of the client config files I could find, none of them contain anything mentioning the potion/buff icons.
My screen settings (on this monitor) are: 2560x1440 on 125% scaling in Win10, with MC running in maximized Windowed mode (not fullscreen borderless, but actual Windowed and I click the "maximize" button on the title bar).
Check the journeymap settings, I believe it moves them around otherwise they'd be sitting right on top of the minimap

For google's sake, should anyone else not know how to solve this:
- Open the JourneyMap fullscreen map
- Click on Options at the bottom
- Expand MiniMap Preset 1 (or 2 if you are using it instead)
- Scroll down to the bottom of the settings and click the button named "Position"
- The effect/potion display area can be dragged around here. If you expand out "Minimap Position Options", you can turn off moving of Effect Icons
